Isn't Jesus only referring to children who believe in him in the millstone around your neck verses?

before children reach the age of knowing right from wrong they are innocent, they belong to HIM. when they reach the age of knowing right from wrong, they can be influenced towards good or towards bad. JESUS is saying it is better for you to die than to cause such a child to be influenced towards evil, to deny them knowledge of HIM.
